Stationed in Nairobi, KenyaThe Danish Refugee Council (DRC) invites applications for the position as Country Director for the Somali Region, consisting of Somaliland, Puntland and South-Central Somalia.BackgroundThe Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection and human rights framework, DRC is focusing on displacement in Somalia/Somaliland and across the borders to neighbouring countries. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. The Country Director for the Somalia/Somaliland will supervise four programme offices in the area with an annual turn over of approximately 15 million USD and a staff of 8 internationals and 120 locals.The four programmes in the area form part of an overall regional “Somali Displacement Axis Programme” with activities both inside Somalia/Somaliland as well as in the neighbouring countries (Yemen, Ethiopia and Kenya). These activities are coordinated and supervised from DRCs regional office in Nairobi.Key ResponsibilitiesThe key area of responsibility of the Country Director is to support and line manage the four Programme Managers in the Somali Region.The work will mainly consist in: Direct managerial oversight and operational support to Programme Managers: to ensure that the Programme Managers have clear and realistic performance based management goals that are constantly monitored. Strategic programme development: to ensure that DRC’s programmes in the Somali Region each has its own strategic programme document reflecting DRCs principles and the reality on the ground, as well as DRCs regional strategic framework. Programme Cycle Management: This includes constant support and back-up in conceptualisation and writing of programme and project documents, establishing and constant follow up of implementation plans and budgets, support to M&E and insurance of quality donor reporting. Methodology: This includes support to programmes in terms of constant upgrading of approaches and methods of implementation, and subsequent support to upgrading of staff including establishing of training plans and processes. It also includes exchange within DRCs programmes world-wide and in particular throughout the Horn of Africa and Yemen. Ensure compliance with DRCs own quality and accountability systems. This includes ensuring a coherent application by programme offices of procedures and requirements as set out in DRC Programme Handbook and Operational Handbook as well as implementation of HAP commitments, DRCs Code of Conduct etc. Ensure optimal use and sharing of resources within the area of operation. This includes co-ordination and sharing of resources across programme areas. Exposure and fundraising: Through the presence in Nairobi the Country Director will ensure exposure in policy fora and fundraising with donors in Nairobi. Reporting ArrangementsThe position is supervised by the Deputy Regional Director in Nairobi.The Country Director for the Somali Region supervises and supports the following positions:DRC’s Programme Manager in Somaliland DRC’s Programme Manager in Puntland DRC’s Programme Manager for South-Central SomaliaQualificationsAt least 8 years management experience from conflict or post conflict environments At least 8 years practical experience from direct implementation of displacement related programmes Experience in security management Strong analytical skills Experience from fund raising, networking, advocacy and coordination highly desirable Fluency in written and spoken English Working experience from the Horn of Africa region is highly desirableConditionsDuty station: Nairobi, Kenya.
