BackgroundThe Danish Refugee Council (DRC) has been operational in the Western Balkans since 1991 and is currently implementing programmes in Montenegro, Serbia, Kosovo, Bosnia & Herzegovina, and Macedonia. The over-all regional strategic programme objectives for DRC in the Balkans are:• To promote those in the process of return or integration in the Balkans to establish sustainable livelihoods based on their own capacities and resources.• To assist the displaced in the Balkans who are unable or unwilling to seek a durable solution to achieve a basic level of dignity in their lives.• To promote values, policies and capacities contributing to the protection of peoples’ rights and the peaceful handling of conflicts.• To maintain an emergency preparedness in the event of new displacements. DRC has implemented emergency and rehabilitation programmes in Kosovo in support of the protection of individuals’ rights to pursue their preferred durable solution since 1998. DRC Kosovo employs approximately 60 staff members working in the areas of multi-sectoral returns, economic development, NGO capacity building, logistics and social rehabilitation. The DRC Kosovo Head-office is based in Pristina with field offices in Pejë/Peæ also covering Prizren region, in Mitrovicë/Mitrovica and Pristina.Duties• Direct responsible for return activities in Kosovo, including planning, implementation, co-ordination, staff management, financial duties and monitoring of assigned projects.   • Support the capacity building and professional development of local authorities in the return process.• Responsible for proper and timely donor and DRC HQ reporting and for establishing monitoring procedures, all in close co-operation with the DRC Representative and the HQ Project Co-ordinator. • Development of Concept Papers and Project Proposals for other potential projects for DRC Kosovo.• Contribute to the ongoing strategic planning and development of the DRC Kosovo program in line with the protection mandate. • Close co-ordination and collaboration with relevant international and national organisations and other relevant parties. • Responsible for proper co-ordination and co-operation with local authorities to ensure that the projects are adjusted to and integrated in the local context.• Support the DRC Representative in his/her absence.Qualifications• At least four years of relevant experience with humanitarian/development work• University degree or similar education  • Experience in working on capacity building of local authorities and/or the return process in Western Balkans is an asset• Proven experience with fundraising and relating to donors, authorities and other international and local NGOs in a professional manner and ability to negotiate and advocate for durable solutions• Strong interpersonal and administrative skills• Good negotiation and communication skills• Fluency in written and spoken English• Experience working in the Western Balkans is an asset but not a requirementWe encourage all qualified candidates to apply, irrespective of age, nationality, race, gender or age.ConditionsAvailability: 15.
