BackgroundIn October 2004, UNDP contracted Danish Demining Group (DDG) to establish a national humanitarian, non-governmental Mine Action organization in Basra. After a 3 years inception period, Rafidain Demining Organization (RDO) was officially registered as a national NGO on May 2007.Rafidain Demining Organisation (RDO) is a non-political, non-commercial, non-profit and non-government humanitarian organisation and has been functioning as an independent organisation since October 2007 funded by the UNDP.RDO’s Finance Manager (FM) runs his finance and administration department with a team of three staff. One is dedicated to the administration role and the other two assist with the running of the finances. The FM submits his accounts in Cashbook Master and has a basic understanding in the use of Navision.Duties and responsibilitiesOverall responsibilitiesThe Financial Advisor (FA) is expected to provide the day to day support and guidance to RDO’s Finance & Administration Manager and should focus 100% of his/her time on developing the correct systems and procedures for RDO’s finance and administration office. The FA will contribute to the finalisation of the establishment of a sustainable, independent national humanitarian non-governmental, mine action organisation.Specific duties and responsibilitiesUnder the overall guidance of DDG Organisational Development Advisor and in direct cooperation with, and reporting to the RDO Director, the Financial Advisor will provide advice, support, guidance and assistance to RDO’s Finance/Administration Manager and his support team in the following areas so they can operate as an independent, reliable and transparent administration department:• Conduct a complete impartial evaluation of the finance / administration office, their procedures, systems, staff roles and competencies and transparency of financial management and accountability.• Conduct refresher training in all aspects of Microsoft Dynamics Navision ERP software as an accounting package.• Review the Administration SOPs and present suggested changes / updates based on the evaluation.• Review the current accounts & administration filing system and if necessary, make relevant changes to create an efficient, effective and transparent system.• Review the current system for accounting for the physical cash management flow in the office from its request, collection, storage, currency exchanges, payments / loans and electronic / hard copy accounting.• Review RDO’s audit points from 2008 and ensure compliance with the action points.• Review feasibility of bonus system for staff and whether it can be safely incorporated in to the programme.• Following the initial evaluation of the department and after assessing the staff competencies, prepare a training plan for each individual with key objectives so that there is a competent deputy for each position.Reporting Requirements• Inception report with work plan within 2 weeks• Monthly progress report• Final report including achievements & follow up recommendationsThe FA will report to RDO Director and DDG Organisational Development Advisor.QualificationsThe ideal candidate must have a positive mental attitude and the ability to work with national and international colleagues in a remote and harsh environment under demanding circumstances. In addition, the following skills and experience are most desirable:• Previous experience in a financial/administrative senior management positions for an international non-governmental Organisation (NGO)• Proven human resource management skills• Above average interpersonal and staff development capabilities• A working knowledge of NAVISION financial software and Cash Book Manager and /or similar programs• Previous experience in working in Iraq or the Middle East desirable• Diplomatic, patient and persistent• Fluency in written and spoken English essential• A proven knowledge of Word, Excel and InternetReferenceThe Technical Advisor reports to the Head of OperationsTerms and conditionsCommencement: As soon as possibleDuty Station: Basra, IraqContract: 3 months Salary and other conditions in accordance with DRC’s Terms of Employment for Expatriates (can be found on www.drc.dk under Vacancies). It has since merged with the Danish Refugee Council (DRC) in order to create a Humanitarian Mine Action unit within the organisation, hence benefiting from synergies in cooperation but not being limited at the same. The vision of Danish Demining Group is to be the preferred strategic and operational partner working to reduce the humanitarian and socio-economic threats caused by landmines and Explosive Remnants of War (ERW). DDG bases its approach upon the principles of the Ottawa Convention’s five pillars of Mine Action, but does not limit fields activities to the removal of anti personnel mines only, and routinely engages in the disposal of the full range of ERW. DDG currently operates in Afghanistan, Somaliland, Somalia, Sri Lanka, Iraq, Uganda, and Sudan. DRC/DDG is a non-profit, private, humanitarian organisation, which aim is to protect refugees and internally displaced persons against persecution and to promote durable solutions based on humanitarian principles and human rights, both in Denmark and internationally. Support and capacity building of local and national authorities and NGOs form an integrated part of the work as does relief work and other humanitarian aid, rehabilitation, support to return and repatriation, and the removal of landmines
