Danish Refugee Council

Introduction
The Danish Refugee Council (DRC) has been implementing humanitarian assistance activities in Sri Lanka since 1998 with the overall objective of supporting durable solutions to displacement. Currently DRC’s programme in Sri Lanka includes community rehabilitation, livelihoods, emergency (shelter, latrines, NFRIs and complementary food) and protection activities (protection monitoring, community mobilization, training and awareness raising, civil documentation and access to legal remedies) in Jaffna, Vavuniya, Mannar and Trincomalee districts in northern Sri Lanka. The programme strategy is based on participation by local communities and close partnership with local NGOs. DRC co-ordinates its activities closely with all relevant authorities and the Government of Sri Lanka (GoSL). DRC Sri Lanka's head office is situated in Vavuniya and the representative office in Colombo.

With the end of the conflict in May 2009 and large-scale releases from IDP camps in the north it is expected that some 40,000 IDPs will return to Jaffna district before the end of 2010. Not all are able to return to their original homes and many will remain in a state of displacement, living with host families or in camps. DRC Sri Lanka is currently scaling up its operations in Jaffna, with particular emphasis on livelihood and early recovery activities.

The DRC office shares premises with the Danish Demining Group (DDG) and will link with the DDG for many administrative and logistics functions.

The Head of Office Jaffna is responsible for the management, programming and implementation of DRC’s programmes in Jaffna district. S/he reports to the Country Representative and is part of DRC Sri Lanka’s management team.

Primary Responsibilities
• Planning, implementation, monitoring and reporting on all activities in Jaffna district
• Personnel management, including recruitment and performance evaluations, for all Jaffna staff
• Maintain good relations and close co-ordination with district government authorities
• Liaison and close co-ordination with UN agencies, international and local NGOs
• Active participation in Jaffna coordination meetings, including the Protection Working Group and Interagency meeting
• Management of office administration and logistics and ensure adherence to administration and staff policies and Code of Conduct
• Financial monitoring of partner and DRC implementation
• Monitoring of security environment and implementation of appropriate security procedures (in conjunction with the DDG district office manager)
• Contributing to protection and gender sensitive approach to all of DRC’s activities (eg livelihood, relief distribution, shelter)
• Implementation and management of UNHCR funded protection activities in Jaffna; including close coordination with and reporting to UNHCR Jaffna
• Assisting in identifying and developing new programme initiatives and funding strategies relating to protection, early recovery and emergency, as and when required
• Prepare monthly reports for the Country Representative and quarterly reports towards District authorities. Provide inputs for DRC Sri Lanka quarterly reports to Copenhagen

Qualifications
• Degree in socio-economic development, political science, public administration, development studies, or relevant
• Minimum 5 years relevant experience, with at least 2 years international experience in a management position, preferably in an international NGO
• Excellent communication and inter-personal skills, demonstrated ability to work in a multi-disciplinary team
•  Proven experience in writing,  planning, implementing, and monitoring IDPs/Refugee return projects
• Experience in working effectively with international and national NGOs and UN organisations, and with government authorities at national level
• Previous DRC experience desired
• Previous Asia experience desired
• Fluency (written and spoken) in English

Conditions
Availability: End January 2010 – (pending visa)
Duty station: Jaffna (non-family duty station)
Contract: One year with possibility of extension, subject to funding. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates, see www.drc.dk under Vacancies. This position is placed at salary level B3

Kindly note that due to Sri Lankan visa regulations candidates with more than 18 months Sri Lanka work-experience will not be considered.
